Learning outcomes
To understand principles, goals of the organization, characteristics of the main activities of the Council of Europe, basics of its institutional system, to know and be able to analyse the legal framework of the Council of Europe, classification, types of treaties adopted by the Council of Europe, peculiarities of the mechanism of protection of human rights of the Council of Europe, normative content of the European Convention on Human Rights, bases of functioning and practice of the European Court of Human Rights, directions of cooperation of the Council of Europe with other international organizations, application of Council of Europe standards in the law of Ukraine, analyse international information and provide international legal assessment of activities carried out within the Council of Europe, analyse and assess the specific human rights situation in terms of standards and existing mechanisms for human rights protection within the Council of Europe
Form of study
Prerequisites and co-requisites
Knowledge of the International public law, basics of functioning and law of international organizations, law of international treaties; ability to analyse and compare international legal documents and legislation of different countries, understanding of the mechanisms and features of the application of international legal standards; ability to apply knowledge and skills acquired in the study of disciplines of theoretical, professional and practical training, including "Public International Law", "Law of International Organizations", "International Protection of Human Rights", "Universal and Regional Systems of Human Rights Protection", "European System protection of human rights ", etc.; knowledge of a foreign language and special terminology.
Course content
Thematic plan of the discipline: 1. The role of the Council of Europe in the system of international organizations, the basic principles of its functioning. History of creation and development of the Council of Europe 2. Council of Europe's institutional system 3. The main international legal documents adopted within the framework of the Council of Europe 4. The human rights protection system of the Council of Europe 5. European Social Charter. Features of scope and control mechanism 6. Participation of Ukraine in the activities of the Council of Europe 7. General characteristics and normative content of the European Convention for the Protection of Human Rights and Fundamental Freedoms, 1950 8. European Court of Human Rights. Composition, structure and jurisdiction 9. Admissibility criteria and the proceedings before the European Court of Human Rights 10. Execution of judgments of the European Court of Human Rights. The impact of the Convention and the case law of the national law of the member states 11. Overview of the judgments of the Court of Human Rights versus Ukraine

Assessment methods and criteria
Evaluation is carried out according to the modular rating system. Current control: answers and presentations (up to 30 points), written analytical individual and group tasks, case studies (up to 20 points), final modular test (up to 10 points). The form of final control is an exam. The exam is conducted in writing. The student's answer to the exam – up to 40 points.
