Learning outcomes
To know: the essence and theoretical, organizational and legal framework in the field of public procurement of the analized countries; financial terminology used in the legislation governing public procurement in foreign countries and international organizations, in particular, the WTO; basic principles, technologies, forms, methods, mechanisms and procedures for organizing and conducting public procurement. To be able to: clarify certain provisions of the legislation on the implementation of public procurement procedures in foreign countries; to form the documentation of competitive bidding, to evaluate offers, to conclude procurement contracts; to carry out control and analytical work in the field of public procurement. Communication in the process of evaluating public procurement in foreign countries. To make and justify decisions on non-standard tasks and problem situations

Prerequisites and co-requisites
A student must have a general knowledge of the theoretical and organizational foundations of public procurement; identify common and different in the practice of public procurement in the international market and markets of individual countries, have the skills to search and analyze regulations, analytical materials and sources of statistics; have a comprehensive system of knowledge on the organization and implementation of public procurement.

Content module 1 Functioning of the public procurement system in foreign countries. The essence and content of public procurement. Organization of public procurement. Institutional structure of the procurement system in foreign countries. Cooperation of countries within the framework of the WTO Agreement on Public Procurement. Content module 2 Procurement processes in foreign countries and Ukraine. Public procurement procedure. Tender documentation and control. Electronic procurement. Public procurement in the EU. Public procurement in Canada and the United States

Assessment methods and criteria
Semester assessment: During an answer to the seminar (participation in the discussion). In the form of writing individual analytical works during independent study of topics. In the form of a presentation on the characteristics of the forms and features of the organization of public procurement in foreign countries and Ukraine, the possibility of participation of Ukrainian companies in public procurement procedures abroad. The final assessment (according to the form of credit) is carried out in the form of individual credit work.
