Course content
The objective consequence of implemented reforms of the administrative-territorial system and decentralization of power is to increase the institutional capacity of united territorial communities and strengthen the administrative legal personality of local self-government bodies. The formation of human-centered and inclusive local plans and programs ensures the effective use of resources in order to improve the quality of the living environment, preserve cultural heritage, meet the needs of the community, and reconcile the individual needs of private individuals with legal public interests. Urban and territorial planning of territories is one of the strategic priorities of ensuring the vitality of territorial communities. Urban and territorial planning is an important tool for the implementation of the long-term regional policy of the state, aimed at achieving sustainable development, which is based on a balanced combination and interdependence of economic, social and ecological components of regional development. Urban and territorial planning is of constitutive importance for urban planning and development of land management mechanisms. Taking into account environmental and legal imperatives in the formation of a safe and comfortable living environment is of particular importance. Urban and territorial planning as a complex social phenomenon has an essential legal component. It primarily refers to the public management and public service activities of public administration entities, aimed at the settlement of a wide range of issues related to urban planning, use, reproduction and protection of land and compliance with environmental legislation, etc.
