Learning outcomes
The aim of the course is to determine general characteristics of urban planning activities, the legal status of the subjects, objects of urban planning activities and their classification
The students will:- understand the relationship between the categories construction and real estate objects,construction site and land lot, the object of unfinished construction,unauthorized construction object.
- know how to analyze and critically evaluate the relationship of zoning with the purpose of land.
- know the category “design documentation for construction”,its legal regulation and approval procedure.
- master the skills to fill in forms of main permissive construction documents.
- characterize the features of contracts in construction,highlight specific features of the contractor’s agreements.
- determine the legal characteristics of investments in construction, the specifics of legal relations arising from the implementation of the investment project related to construction.

Prerequisites and co-requisites
It is mandatory to preliminary
1) know of the basics of land law, in particular in the sources of land law, categories of land by purpose, their composition, legal regime, legal titles for land, the order of privatization of land, especially the sale of land or rights to them on a competitive basis, system and powers of bodies in charge of land protection and use, management functions in the field of land protection and use, in particular land use planning.
2) be able to navigate in the hierarchy of regulations, to distinguish the competence of management and control bodies in the field of protection and use of land, to provide a description of the legal regime of the category of land for its intended use.
3) have basic skills in analyzing, evaluating and resolving legal situations arising from land relations
Course content
Students gain knowledge of urban law as an independent branch of law, urban planning, urban planning documentation, contracts and investment activities in urban planning, state control and management in the field of urban planning. They will lean practical skills on the procedure for obtaining permits for development of the territory as well as analytical skills for assessing legal situations and disputes arising in the field of urban planning

Planned learning activities and teaching methods
It is planned to combine lecture material with practical classes. Lecture material is presented in the form of presentations on relevant topics and oral comments of the lecturer on theoretical issues and practical application of relevant legislation. In practical classes, students solve individual cases related to the topic of a lecture, practice filling out the basic forms of permits in the field of urban planning, draw up contracts and assess the correctness of the relevant forms prepared by the teacher.
Assessment methods and criteria
Types of continuous assessment are selected by the instructor who conducts practical classes in accordance with the training program. The instructor, who conducts practical classes, sets the number of grades scored from the continuous assessment and enters them in the relevant documents of student performance. If a student is absent from a practical lesson for good reasons, he/she may make up the missed class in extra-curricular classes within 7 days after the missed class during during the teacher's consultation hours. Academic detention is carried out by oral examination or by performing another type of task set by the instructor. Grades are not awarded for missed classes. At the end of the semester, student’s missed classes are not made up
