Learning outcomes
To carry out the collection and integrated analysis of materials from various sources. To make and coordinate a plan of the own research and indep. collect materials from certain sources. To possess basic rhetorical skills. To use freely available inf. technologies and databases for prof. activities. To explain the nature and content of basic legal phenomena and processes.
It is necessary to know: modern principles of organization and activity of public admin. in the countries of the European Union and Ukraine, including to know the theory and practice, modern approaches to understanding the goals, objectives, functions of public admin., forms of its activities, competence, place and importance in society.
Participate in discussions on the devel. of admin. and legal institutions in comp. legal aspect, formulate conclusions on the content and import. of basic European stand. of public admin., justify your point on issues submitted for consideration.

Prerequisites and co-requisites
The knowledge about the main aspects of the formation of Administrative Law and its legal institutions in Ukraine, features of classification, content of administrative proceedings, their legal nature, basic provisions on the institute of Public Service, administrative proceeding, provision of administrative services, adoption of administrative acts, organization of executive bodies and bodies local self-government, modern practice of realization and protection of human rights and freedoms in the sphere of executive power;
Possession of skills of perception and analysis of acts of legislation, judicial practice.
Course content
When studying the discipline, the provisions are revealed about: a) the subject, method, principles of Administrative Law in comparative legal aspect; b) organization of public administration; c) activities of public administration; d) European Administrative Law; e) European standards of public administration; f) Public Service; g) administrative proceedings; h) codification of administrative procedures; i) administrative services: concepts and basic types; j) administrative agreements; k) administrative liability;
l) administrative offenses and administrative torts; m) administrative justice, etc.
The knowledge will be gained about current issues of improving domestic doctrine, the system of legislation, law enforcement practices, taking into account the concepts of appropriate governance and administration.

Planned learning activities and teaching methods
The control of knowledge is carried out according to the credit-module system, the total number of scores is formed by the semester scores received during the mastering of educational modules.
Types of current control are selected by the University teacher who holds seminars, by agreement with the lecturer and in accordance with the given program.
Types of current control are the following: express questioning, colloquium, report, scientific work, testing (choose the right answers from a set of judgments), module tests, intermediate control (final test).
Under the current control during the seminars, the following should be assessed: the level of knowledge demonstrated by the student in response, involvement in discussing the issues of the seminar, regular work in the classroom, the results of homework.
Assessment methods and criteria
semester forms of assessment:
1. express questioning - from 1 to 4 scores;
2. colloquium - from 3 to 4 scores;
3. reports and scientific works - from 6 to 7 scores;
4. testing (from the set of judgments to choose the right ones) - from 6 to 7 scores;
5. three module tests - from 2 to 4 scores for each (total: from 6 to 12 scores);
6. intermediate control (final test) - 2 to 6 scores.
The minimum score to be obtained by a student in the appropriate forms of assessment is 24 scores. The maximum score that can be obtained by a student per semester is 40 scores. The envisaged forms of semester assessment cannot exceed 40 scores in total.
