To analyze social processes in the context of the analyzed problem and demonstrate your own vision of its solution. To formulate your own sound judgments based on an analysis of a known problem. To demonstrate the necessary knowledge and understanding of the nature and content of basic legal institutions and norms of fundamental branches of law.

Prerequisites and co-requisites
It is necessary to know the theoretical aspects of administrative proceeding, current sectoral legislation, the rules of jurisdiction of cases and opportunities to participate in administrative judicial proceeding. To learn how to analyze the peculiarities of conflict relations that arise in the field of public administration, to draw conclusions and proposals to improve the regulatory framework, to draft procedural documents. To master the skills in preparing a statement of claim, appellate and cassation complaints, rulings and decisions of the Administrative Court.
Course content
The content of the curriculum involves the study of two informative modules, in particular, the study of the basic principles of administrative proceeding, administrative jurisdiction, the principles of administrative proceeding; administrative-procedural status of participants in the administrative process. Evidence and proving, procedural deadlines, proceedings in the court of first instance, features of hearing the cases under the rules of simplified claim proceedings, appellate and cassation appeal of the decision of the Administrative Court are also studied.

Planned learning activities and teaching methods
The control of knowledge is carried out according to the credit-module system, the total number of scores is formed by the semester scores received during mastering of educational modules. There are lectures, practical classes, as well as independent work, essays’ fulfilment, independent assignments, tests. Modern interactive teaching methods, work in groups, solving cases, tests, tasks, legal problems of administrative proceeding are used.
Assessment methods and criteria
The answers to the questions, taking into account the depth of the problem, reflecting self position, as well as the implementation of tasks, test tasks are evaluated. The answers must contain a clear understanding of the procedural status of the participants in the administrative process, the decisions of the Administrative Court, the procedure for their appealing. The student must be able to formulate proposals for resolving the practical situation, drafting a lawsuit, the content of the court decision, its appeal.
