Learning outcomes
Learning outcomes - Solve complex tasks of public administration, taking into account the requirements of the law, identify legal conflicts and problems, develop draft regulations to eliminate them. - Use modern statistical methods, models, digital technologies, specialized software to solve complex problems of public management and administration. - To represent public administration bodies and other organizations of the public sphere and to present the results of their activities to specialists and the general public. - Develop the management decisions taking into account issues of European and Euro-Atlantic integration, take into account the objectives, existing legislative, time and resource constraints, assess the political, social, economic and environmental consequences of solutions.

Prerequisites and co-requisites
Prerequisites and additional requirements To know: history and theory of public management and administration, foundations of law, economic theory; management psychology; norms and standards of behavior in public service; peculiarities of defining and establishing the powers of public administration bodies; peculiarities of jurisdictional activity of public management bodies, methods of public management activity. To be able to: navigate the conceptual and categorical apparatus of public and private law in public administration; apply legal norms to specific public and administrative situations; to carry out communications in the form of influence and interaction; prepare individual legal acts; to be able to adjust professional activity in case of threats and risks.
Course content
Content of the educational program Topic 1. Law and law enforcement in public administration. Legal acts of public administration: types, preparation and coordination. Topic 2. Fundamentals of law and order in the field of public administration. Public administration and subjects of public administration and the peculiarity of the implementation of their powers in the conditions of martial law. Topic 3. Constitutional and legal principles of building the organizational structure of public authorities in Ukraine. Subjects of public administration and the peculiarity of the implementation of their powers in the conditions of martial law. Topic 4. Public service and legal regulation of the status of a public servant. Legal responsibility of a public servant. Topic 5. Administrative procedure. Administrative service. Topic 6. Administrative justice as a means of judicial protection of citizens' rights in public administration. The rule of law as a principle of administrative proceedings.
