Learning outcomes
To know the specifics of epochal and social transformations and their impact on the evolution of public management and administration, modern mechanisms and tools of interaction between political power and society. To use modern statistical methods, models, digital technologies, specialised software to solve complex problems of public management and administration. To develop sound managerial decisions necessary for the implementation of policy and legal management with regard to European and Euro-Atlantic integration issues, taking into account the objectives, existing legislative, time and resource limitations, assessing the political, social, economic and environmental consequences of decision options for a specific territory and the state as a whole. To initiate, develop and organise the implementation of innovative projects at different levels of public administration and governance.

Prerequisites and co-requisites
To know: basic principles of рolicy and legal management and administration, fundamentals of legislative support for the activities of public authorities. To be able to use analytical and statistical methods of information processing, work with national and international databases, scientific and other sources of information. To be capable of analyzing, synthesizing, processing and visualizing statistical, sociological and other data, working with legal and regulatory frameworks, designing and presenting data using Microsoft Office programs (Excel, Word, Power Point etc.)
Course content
Topic 1: Features of epochal and public transformations and their impact on the evolution of public management and administration. Topic 2: Modern mechanisms and tools of interaction between political power and society. Topic 3: Legitimacy as a factor of effective implementation of political and legal practices of power relations. Topic 4: The Constitution of Ukraine: conceptual framework of public management. The President of Ukraine. The Verkhovna Rada of Ukraine. Topic 5. Judicial and executive systems in the legal framework of public management and administration. Topic 6: Organisational and legal framework of the central government and local authorities. Topic 7: Diagnostics and goal setting in political and legal management and administration. Topic 8. Ways to achieve goals and choices in making and implementing managerial decisions: the context of European and Euro-Atlantic integration. Topic 9. Monitoring of political and legal management and administration.

Planned learning activities and teaching methods
Semester evaluation: the evaluation is carried out during the semester of all types of work, including questioning, independent work, performance and presentation of individual analytical assignment. A student is not allowed to take an exam if he/she scored less than 36 points during the semester. In order to be admitted to the examination, it is compulsory to complete individual work, independent assignments and writing of test papers.
Assessment methods and criteria
Knowledge control is based on the ECTS system, which provides for a two-level evaluation of the learnt material, the theoretical training evaluation is 25% of the total semester grade; the practical training evaluation is 75% of the total semester grade. Semester evaluation (MAX - 60 points / MIN - 35 points): 1. Oral questioning, discussion - max. 5 points/minute. 4 points; 2. Module test work - max. 15 points/minute. 10 points; 3. Individual analytical assignment - max. 20 points/minute. 12 points 4. Independent work - max. 20 points/minute. 14 points. Retaking the semester control in order to improve a positive grade is not allowed. Final evaluation: The final control is carried out in the form of an examination, with a maximum of 40 points. The final evaluation is based on the results of the semester as the sum of the points received during the semester, including the points received during the examination
