Learning outcomes
Knowledge of theoretical grounds, categories, genesis and current trends in local governance and municipal law, the ability to develop and summarize existing concepts, doctrines, positions of domestic and foreign scholars on the most important municipal institutions, phenomena, processes; analyze the conceptual issues of modern municipality; skills to formulate professional positions on the improvement of municipal legal regulation in national legislation, to apply the acquired theoretical knowledge in lawmaking, law enforcement, research and teaching activities; independently solve practical issues of municipal reality; identify ways to resolve municipal conflicts.

Prerequisites and co-requisites
Ability to apply knowledge of the principles and doctrines of national law, as well as the content of legal institutions of various branches of law; knowledge and understanding of the peculiarities of the implementation and application of substantive and procedural law. Ability to search, process and analyze information from various sources, including foreign ones. Ability to conduct comparative legal research of individual institutes of law. Ability to apply an interdisciplinary approach in the assessment of legal phenomena and law enforcement activities. Ability to independently draft regulations, to substantiate the social conditionality of their adoption, to predict the results of their impact on the relevant social relations.
Course content
Within the framework of the discipline the issues of development of the doctrine of local self-government, of municipal law as a branch of law and science, existing approaches to the subject, methods, system, sources of municipal law are considered; concepts of the origin of local self-government are revealed; issues of nature, features of local self-government as a constitutional value and the institution of the constitutional order are studied. The mechanisms of exercising and protection of human rights in the area of local self-governance, peculiarities of human legal personality as a member of the local community, forms of local democracy are studied. The foreign experience of formation, development and functioning of municipal legal institutes is analyzed.

Planned learning activities and teaching methods
Interactive teaching methods (brainstorming, case study, etc.); use of the latest information technologies; application of deductive, inductive, analytical methods in conducting lectures, seminars; independent work, testing; preparation of research reports by applicants, legal design, situational games, debates, colloquia, testing (including using Google Forms).
Assessment methods and criteria
Ongoing and final performance evaluation is used to determine the level of learning material. Assessment methods - the type of work / activity of the applicant, which will assess the level of achievement of learning outcomes (testing, creative tasks, individual work, independent work, etc. and the minimum threshold after which a positive assessment is credited) - and evaluation criteria are communicated to applicants before beginning of the study of the discipline by a teacher who conducts seminars. In the ongoing performance evaluation, the levels of "Knowledge", "Understanding", "Application", "Analysis" / "Synthesis" / "Evaluation" are subject to assessment. It includes thematic assessment and modular control. The maximum total number of points the applicant can score in the ongoing performance evaluation - 40, in the final - 60. The final score for the discipline is set on a 100-point scale (ECTS grade scale) and the national scale.
