Learning outcomes
PRN01. Know theoretical and applied principles of development and analysis of public policies, foundations and technologies of adoption management decisions. PRN11. Develop reasonable management decisions taking into account issues European and Euro-Atlantic integration, take into account existing legislative, temporary goals and resource constraints, evaluate political, social, economic and environmental consequences solution options. PRN12. Plan and carry out scientific and applied research in the field of public management and administration, including problem analysis, goal setting and tasks, selection and use of theoretical ones and empirical research methods, analysis its results, formulation reasonable conclusions.

Prerequisites and co-requisites
To know: theoretical and methodological foundations, classical and modern theories and models, evolution formation of civil service; essential features of the concepts: "state service", "state employees"; main regulatory and program documents on these issues, forms, requirements and features of public service, the system of bodies and persons that form and implement state policy in the field of public service, as well as the specifics of this field management activities; organizational-functional and social-psychological principles civil service; peculiarities of the activities of civil servants. 2. To be able to analyze the peculiarities of civil service in foreign countries, to determine social purpose, tasks and functions of public service; apply basic scientific terms, categories, principles and classifications in the analysis of problems of modern civil service; distinguish and interpret stages of public service,
Course content
Topic 1. The essence and specifics of the state services: basic theories, purpose, goals, tasks, functions, principles and models civil service Topic 2. International state standards services: European SIGMA principles, good governance etc Topic 3. Organizational and legal regulation of civil service in conditions modern challenges and changes in Ukraine. The goal of civil service reform of Ukraine Topic 4. Legal status of the state employee: concepts, rights, duties, characteristics of civil servants relations, anti-corruption restrictions Topic 5. Service career, procedural approach in passing civil service. Management official career and official career movement of civil servants Topic 7. Public service as a social service institute, its types. Pay system and motivations of civil servants Topic 10. Psychological aspects of the state services in the prevention of corruption, conflicts of interest, professional burnout

Assessment methods and criteria
Knowledge control is carried out according to the ECTS system, which involves two levels assessment of learned material, in particular assessment of theoretical training - results training (knowledge 1.1 - 1.3), which is 25% of the total grade for the semester and assessment of practical training - learning outcomes (skills 2.1 - 2.4; communication 3.1 - 3.2; autonomy 4.1 – 4.3), which is 75% of the total grade for the semester.
