            Learning outcomes
        
        
            Know the theoretical and applied foundations of public policy development and analysis, incl. in the field of local self-government, the basics and technologies for making managerial decisions by bodies and officials of local self-government.
Solve complex problems of local self-government system development, public administration in general, taking into account the requirements of the legislation.
Know the basic principles of national security and be able to prevent and
neutralize challenges and threats to the national interests of Ukraine.
Identify priority areas for the implementation of e-government in the system of local self-government and the development of e-democracy.
Carry out effective management of innovations, resources, risks, projects, changes, quality.

            Prerequisites and co-requisites
        
        
            Know: the basic principles of territorial organization of power in Ukraine, the basics of regulatory and legal support of public authorities; the specifics of the activity organization in the system of local self-government; conceptual provisions for public service delivery and change management.
Be able to use analytical and statistical methods of information processing on social and economic development of territorial entities, performance indicators of public authorities, work with national and international databases. 
        
    
            Course content
        
        
            The theoretical and methodological foundations of the organization of public services delivery, the features of their implementation in the public sphere of Ukraine and in developed countries are revealed. The essence, tasks, principles and components of the state policy for the public services delivery in Ukraine are revealed. Approaches to the organization of public services delivery process are considered: service, client-oriented, reputational and criteria for assessing the quality of public services. The procedure for creating centers for administrative services provision is considered. The specificity of control in the field of public services delivery at the national, regional and local levels is revealed. The qualification requirements for employees who are involved in the process of public services delivery and the procedure for their certification are determined.

            Planned learning activities and teaching methods
        
        
            Lectures, seminars, individual analytical task, independent work.
        
    
            Assessment methods and criteria
        
        
            Knowledge control is carried out according to the ECTS system,  including theoretical training assessment, which is 25% of the total assessment for the semester and practical training assessment, which is 75% of the overall assessment for the semester.
Semester assessment: oral questioning, discussion; module test; individual analytical task; independent work. Rewriting the semester control in order to improve a grade is not allowed.
Final assessment: the form of final assessment is an exam. The form of the exam is a written work. The maximum point is 40.
Graduation evaluation: the final grade is defined as the sum of grades (points) for all successfully assessed learning outcomes during the semester and the grade obtained during the exam. The maximum number of points a student can receive is 100 points.
