Learning outcomes
Know the theoretical and methodological foundations of democracy at the local level, features of its implementation in Ukraine and abroad; Know the organizational and legal principles and technologies of representative democracy; Know the conceptual principles and forms of direct democracy - participatory democracy; Be able to organize the process of territorial communities development on the basis of broad participation of residents in decision-making; Be able to identify problems of territories development through the organization of communications with the public and identify ways to solve them; Be able to develop draft local regulations on the application of democracy mechanisms at the local level;

Prerequisites and co-requisites
1. Know: basic theoretical and applied principles of public policy development and analysis in the field of local self-government, basics and technologies of managerial decision-making on the basis of participation in the system of local self-government. 2. Be able to carry out effective communication, argue the position, use modern information and communication technologies in the field of local government on the basis of social responsibility, legal and ethical norms. 3. Possess the skills of analysis, synthesis, processing and visualization of statistical, sociological and other data, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).
Course content
Theoretical and methodological bases and organizational forms of democracy at the local level, peculiarities of their implementation in Ukraine and in foreign countries are revealed. Organizational and legal principles of public involvement in local development, the main stages of participatory democracy instruments implementation in territorial communities are considered. Proposals for creating favorable conditions for participatory democracy in making managerial decisions at the local level are being updated.

Assessment methods and criteria
The assessment is carried out in the forms of current and final control. Current control is carried out during the classroom and aims at checking the level of students’ preparedness to carry out the planned types of educational activities within the studied academic subjects. During the current control, the following is assessed: the student activity in practical and seminar classes, the results of individual tasks implementation provided for by the program of independent work, the quality of prepared scientific articles, essays, presentations or thematic reports. Graduation assessment – exam.
