Learning outcomes To know: theoretical and methodological foundations personnel policy and trends in its implementation in the civil service in Ukraine and in the developed countries of the world; Be able to: argue organizational the structure, main functions and political and legal foundations of personnel management services in the civil service; develop an HR strategy state authority, using modern methods of analyzing problems, choosing alternatives, forecasting, etc. autonomy and responsibility: demonstrate an understanding of personal responsibility for professional and/or managerial decisions or suggestions/recommendations provided that may influence the effectiveness and efficiency of the personnel process in the civil service as a whole or at individual stages of its planning and implementation;

Prerequisites and co-requisites
Prerequisites and additional requirements 1. To know: historical aspects and theoretical foundations of public administration; 2.Be able to: analyze the content of key concepts of public service and human resources management, generalize and correlate different conceptual approaches to the organization of personnel work in the public service, use analytical and statistical methods of information processing regarding the activities of public authorities, work with national and international databases. 3. To have the skills of analysis, synthesis, processing and visualization of statistical and other data in the field of personnel policy of the civil service, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.), as well as public communication skills, activity planning, evaluation of activity results, building professional interaction in state authorities, etc. Content of the educational program

Assessment methods and criteria
Methods and criteria of assessment – semester evaluation (MAX – 80 points / MIN – 48 points): 1. Carrying out seminar classes - max. 45 points / min. 28 points. 2. Modular control work - max. 10 points / min. 5 points (two modular control works). 3. Independent work - max. 5 points / min. 3 points. 4. Individual analytical work - max. 20 points / min. 12 points. Rescheduling the semester control in order to improve a positive grade is not allowed is allowed - final evaluation The final control is carried out in the form of a written control work, which is assessed at a maximum of 20 points and is conducted at one of the last seminar classes in the discipline. The final grade for the discipline is assigned to the student based on the results of the work during the semester as the sum of points received during the academic semester, including points received for independent work and final control work.
