Learning outcomes
Know the conceptual apparatus, methodology of preparation, adoption and implementation of management decisions;
Know the stages of preparation and basic models and technologies of management decision-making in public administration; Know and anticipate the legal, organizational and social consequences of management decisions by local self-governments;
Be able to identify and formulate the problem in public administration, the purpose and objectives of specific management decisions by bodies and officials of local self-government;
Be able to determine the criteria and choose the best rated alternatives in the decision-making process of local self-governments;
Be able to develop projects of local regulations, implement monitoring of management decisions implementation and effectiveness evaluation;
The ability to carry out effective communication, lead a discussion, argue position on local development, use modern information and communication technologies.

Prerequisites and co-requisites
Know: the main issues of governance in public authorities and local self-governments; theoretical and applied principles of preparation, adoption, implementation and control over the implementation of management decisions in public administration and local self-government.
Be able to use the acquired knowledge in solving professional problems; conduct an analytical assessment of public authorities decisions; prepare draft administrative documents, as well as reports, speeches, analytical reports, etc.;
Possess the skills to provide information support for the decisions implementation and its analysis, processing and visualization of statistical, sociological and other data, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).
Course content
Theoretical and methodological bases and organizational forms of public authorities of different levels management decision-making, as well as the peculiarities of this process at the local level. Knowledge of methods and models of managerial decision-making is systematized. Technologies of preparation, acceptance and implementation of state and administrative decisions, the complex approach of administrative decisions modeling in concrete situations are considered. The organizational and legal principles of public involvement in local development, the creation of favorable conditions for participation in decision-making the organizational level are determined.

Assessment methods and criteria
The assessment is carried out in the forms of current and final control. Current control is carried out during the classroom and aims at checking the level of students’ preparedness to carry out the planned types of educational activities within the studied academic subjects. During the current control, the following is assessed: the student activity in practical and seminar classes, the results of individual tasks implementation provided for by the program of independent work, the quality of prepared scientific articles, essays, presentations or thematic reports.
Graduation assessment – exam.
