- Know the theoretical and applied principles of development and analysis of public policy, basics and technologies of management decisions. - Solve complex tasks of public administration and administration, as well as civil service, taking into account the requirements of the law, identify legal conflicts and problems, develop draft regulations to eliminate them. - Define the basic principles of national security and be able to prevent and neutralize challenges and threats to the national interests of Ukraine within its professional competence. - Develop and implement measures for adaptation and implementation of best domestic and foreign practices of public administration and other public organizations

External form

To know: the theoretical foundations of civil service and its development in the context of world history; the mission of the institute of civil service in the context of ensuring the safety of human life (individual), society and state institutions; the main trends in the evolution of this institution in Ukraine. To be able to: apply the main categories, concepts (terms) in the analysis of managerial aspects of national security; interpret management situations in the context of ensuring the security of man (individual), society and the state. To be capable of: system analysis in the study of national security and national interests; forecasting management situations in the context of ensuring the security of man, society and the state; search with the use of modern information technologies of the necessary information (including in foreign language sources) and its critical comprehension at the decision of administrative tasks concerning realization of national interests

Topic 1. The nature of the phenomena of "danger" and "security". Topic 2. The evolution of ideas about the essence of security as a socio-political phenomenon. Topic 3. Approaches to the scientific study of the phenomenon of "security". Topic 4. The concept of national interests and the concept of "national security". Topic 5. National security as a characteristic of the development of society and the state, its types and components. Topic 6. The essence of the concepts of "threat", "challenge" and "risk" in the theory of national security. Topic 7. Conditions for the formation and protection of national values of Ukraine and their relationship with national interests. Topic 8. Components of the national security system and its "threshold" values. Topic 9. Tasks, principles of functioning and potential of the national security system. Topic 10. Features and priorities of national security policy of Ukraine.
