Learning outcomes
The objectives of studying the discipline are aimed at acquiring the following competencies by the student: acquisition of specialized conceptual knowledge of the electronic communications market; solving complex tasks and legal issues of improving the legislation of Ukraine on electronic communications with regards to European standards; clear and unambiguous presentation of personal reasoned conclusions as to the peculiarities of the organization and implementation of activities in the market of electronic communications, the performance of supervisory functions, control over the functioning of this market; decision-making in difficult and unpredictable conditions requiring new approaches and forecasting.

Prerequisites and co-requisites
1. Know the specifics of the electronic communications market and information that circulates in this market, application procedures and basic requirements for electronic communications, the conclusion, changes, compliance with the terms of agreements on the provision of telecommunications services, ways to protect the rights of consumers of such services. 2. Be able to assess, determine the legal significance and objectives of electronic communications law in the system of administrative and information law of Ukraine, principles of legal regulation of public relations in the electronic communications market, form an optimal model of electronic communications market, develop draft agreements on the provision of telecommunications services. 3. Have basic skills in preparing draft regulations in the field of electronic communications, individual administrative acts on the use of public administration tools in relevant areas of legal regulation.
Course content
Forms and methods of teaching of this discipline are aimed at acquainting students with the peculiarities of the legal regulation of electronic communications markets, providing access to the radio frequency resource of Ukraine. The course provides students with in-depth knowledge of legal regulation of Internet access, features of the Internet ecosystem, Internet relations, legal framework for electronic communications markets, procedures for applying public administration tools in this area of legal regulation, mechanism for protecting the rights of consumers of electronic communications services. legislation and case law of the European Union on relevant issues.

Planned learning activities and teaching methods
The study of the discipline involves lectures and practical classes; express survey/testing/essay (abstract) on the proposed topic; modular test work; student self-study in preparation for seminars; credit.
Assessment methods and criteria
Types of ongoing performance evaluation can be: solving practical cases, short surveys, reports, preparation of draft individual or legal acts, module tests, intermediate evaluation. According to the results demonstrated the teacher can award up to 5 points. The course takes one semester. 7 days before the beginning of the examination session, the teacher who conducts the seminars stops holding interviews with the students who missed the assignments. For students who did not score a minimum number of points during the semester, a final test is conducted, the maximum score for which may not exceed 24 points. For students who have scored 22-23 points, the teacher running the seminar provides the opportunity to obtain additional points by conducting an oral interview to achieve a minimum final grade.
