Learning outcomes
To know: Aspects of regional policy; Mechanisms for the formation of regional finances; Methods of regional program-targeted planning; State programs for regional development.
To be able to: Collect, process, and analyze information on regional development issues; Provide proposals to enhance the efficiency of regional planning; Conduct professional assessments of regional programs and strategies; Justify optimal pathways for reforming the regional management system.

Course content
The course is aimed at developing knowledge regarding the mechanisms for improving state regional policy in the context of administrative-financial decentralization; studying global and domestic experiences in evaluating the effectiveness of regional policy; defining the role and place of strategic planning within the system of regional policy mechanisms; analyzing the features of using programmatic and financial tools for the implementation of regional policy and assessing its effectiveness.

Assessment methods and criteria
The course consists of two thematic parts. Classes are held in the form of lectures and seminar sessions. Throughout the semester, after the completion of the respective thematic modules, thematic control assignments are conducted in written form. The maximum number of points that can be awarded for the 1st and 2nd thematic parts is 30 points for each. The course concludes with a credit.
