Learning outcomes
The learners are to acquire such competences and skills as: to define the basic categories of law, which determine the legal nature of wrongs committed by the officials; to analyse and assess the information about the offences committed by officials to apply the knowledge obtained on the issue of liability of the public administration subjects, to give a correct qualification to the actions taken by the public authorities concerning the offences committed by them, to clarify the provisions of current legislation that determine the grounds and types of liabilities for offences committed by officials, the grounds and the order of appealing the court decisions, to independently solve practical tasks applying the provisions of legal doctrine and legal acts; to compile the relevant statements of the case.

Prerequisites and co-requisites
Understanding of the essence of the offences concerned with public and legal relations; factors, shaping the reasons of offences committed by the officials; legal basis of preventing and confronting the offences mentioned; liability for offences committed by officials; the ways of preventing and confronting the officials’ offences; institutional frameworks of combating the offences committed by officials; forms and methods of officials’ offences prevention; mechanisms and liability for offences committed by officials and limitation of the harm suffered; legal support of the remediation of harm afflicted by the subjects of public administration, possibility to apply the positive international experience of the European member states as well as the USA in the domain of liability. Competence in basic skills of applying the knowledge acquired concerned with qualification of actions taken by the officials addressing the offences committed.
Course content
The study discipline familiarises the students with the peculiarities of mechanism of legal liability the subjects of public administration bear, the factors and prerequisites of committing the domain of legal and public relations, the content of the theory and practice of prevention and counteraction of the mentioned offences, the system of supplying the state-public cooperation in occurrence of the offences; with the practice of creating the grounds for legally acceptable culture of public administration subjects. Substantial attention is awarded to the ability to draft particular case documents; to spot the gaps in domestic legislation and to solve the issues arising in national practices in respect to the remedies for the harm suffered due to the activities of subjects of public administration.

Lecture, seminar, self-study work, report on solving the case, participation in the discussion, report, solution of the problem, written test.
Assessment methods and criteria
Forms of mid-term assessment are to the discretion of an educator corresponding to the educational programme. The teacher who is conducting seminars gives a certain amount of points earned through mid-term assessment and fixes it in academic progress register. The minimum number of points the student can obtain by fulfilling the mentioned forms of assessment is 1 . The number of points obtained is regarded in the percent ratio of the final mark for the discipline. The maximum number of points for the term is 40 excluding the points obtained by the student while undergoing the testing in oral form conducted by the lecturer. If a student misses a lecture or a seminar for valid reason, they can made it up within the period of following 7 days during teacher’s scheduled consultation hours.
