Learning outcomes
The student is to know: the conceptual foundations of public health law; the features of the legal status of subjects of public health law and ways to protect their rights and legal interests. The students are to be able to solve complex problems and settle legal issues arising in the field of public health, in the presence of numerous gaps and inconsistencies in the legislation that governs the relations in the field of public health, as well as imperfections in law enforcement practice; to analyze the practice of application of the legislation of Ukraine in the field of public health in order to prevent the most common violations in the activities of the subjects of public health law.
Form of study
Prerequisites and co-requisites
Knowledge of: the basic aspects of legal regulation of relations in the field of health care; personal non-property rights that ensure the natural existence of an individual related to health care and medical care; basic principles of administrative and legal support of public health. Ability: to analyze international legal acts and current legislation of Ukraine governing public health; to provide a legal assessment of situations arising in the field of health care.
Course content
The main part of the course involves the formation of students' correct and complete understanding of the concept of public health, which is relatively new to national science and practice, as well as the concept and features of public health law, which aims at ensuring a fair balance between personal rights and public interest in health care. An important role is given to acquainting the students with human rights in the field of public health, the legal basis of public health, features of state and legal regulation of public health, as well as advanced learning of legal liability for offenses in the field of public health. Considerable attention is paid to the current issues in public health regulation, which are within the focus of attention in respect to the increase of attention to human rights in health care, European integration and globalization processes and health care reform.

Planned learning activities and teaching methods
Lecture, seminar, independent work of student. Express survey, testing, module test, research paper, final test.
Assessment methods and criteria
While the mid-term assessment in seminars the following should be assessed: the level of knowledge demonstrated by the student in the given answer; envolvement in discussions of the seminars’ agenda; consistent performance in the classroom; the results of fulfilling of home assignment tasks. The teacher, who conducts the seminars, sets the number of points scored for the mid-term assessment and fixes it in the relevant register of student’s performance. The course is taught during one semester. 5 days before the beginning of the examination session, the teacher who conducts seminars, stops the process of making up the missed classes. For students who have not reached the minimum academic level during the semester (60% of the maximum possible number of points) the final test is conducted, the maximum score for which may not exceed 40% of the final grade (up to 40 points according to 100-point scale).
