Learning outcomes
Be able to apply general and special knowledge in practice by drafting regulations of higher state authorities; identify, pose and solve issues of constitutional and legal regulation of the activities of higher state authorities in Ukraine;
ability to make informed decisions on the application of constitutional and legal norms in resolving constitutional and legal conflicts; ability to assess the trends of constitutional and legal regulation of the activities of higher state authorities of foreign countries in order to possibly adapt to Ukrainian context.

Prerequisites and co-requisites
Developed skills of logical and analytical thinking; skills of analysis of constitutional and legal phenomena, finding possible ways to solve legal issues. Of particular importance is the knowledge of concepts of forms of government and territorial organization of foreign countries, the organization of the legislative and executive branches of government. Previous disciplines - the theory of state and law, constitutional law, theoretical problems of constitutional law .
Course content
The study of the discipline reveals the following issues: the role of parliament as a national representative body of the state; structure of parliaments in foreign countries; legislative process and procedure for the work of parliaments; control powers of modern parliaments; constitutional and legal status of a parliamentarian; forms and features of the institution of the head of state; competence of the head of state; types and methods of replacing the position of the head of state; the institution of government and its varieties; the order of formation and responsibility of the government; government powers and decision-making procedures.

Planned learning activities and teaching methods
Discussions after watching films that raise issues of organization and interaction of higher authorities ("House of Cards", "Power", "El Chapo"), webinars, lectures on youtube channels, work in small groups.
Assessment methods and criteria
Assessment methods - the type of work / activity of the applicant, which will assess the level of achievement of learning outcomes (testing, creative tasks, individual work, independent work, etc. and the minimum threshold after which a positive assessment is credited) - and evaluation criteria are communicated to applicants before beginning of the study of the discipline by a teacher who conducts seminars.
At the ongoing and final performance evaluation are subject to assessment: the level of "Knowledge", "Understanding", "Application", "Analysis" / "Synthesis" / "Evaluation", demonstrated by the applicant.
If the applicant is absent from the seminar for good reasons, he can work out the missed lesson at extracurricular time. Points are not awarded for missed classes.
The maximum total number of points the applicant can score in the ongoing performance evaluation - 40, in the exam - 60.
The final score for the discipline is set on a 100-point scale (ECTS) and a national scale.
