Learning outcomes
Knowledge of: - notion and signs of public administration legal instrument, their place in democratic, legal and social state, civil society and priority ways of their further development; - typical characteristic of public administration legal instruments; - the system of selection of the proper instrument of public administration in activity of the subject of public administration; - traits peculiar for normative and legal and individual acts; - the order of preparing and passing the normative and legal acts, taking into account the procedural characteristics of their stages as well as the criteria of scope of normative and legal acts validity. Ability: - to perform the certain actions directed towards development and application of legal instruments of public administration; - to analyse the content and the procedure of performing the anticorruption expertise of normative and legal act.
Form of study
Prerequisites and co-requisites
Knowledge and the ability to use the legal instruments of public administration. Understanding of the essence and typical characteristics and the signs of public administration instruments. Practical application of available basic approaches to discovery of public administration legal instruments. Ability to analyse the basic requirements for normative and legal acts as well as to understand the order of preparing and adoption of normative and legal acts. Demonstration of the knowledge of theoretical and practical grounds referring to the development of the projects of public administration legal instruments particularly normative and legal acts and individual acts. The ability to distinguish the application of priority directions of public administration instruments and the development of the proper administration and government principles.
Course content
The study discipline is oriented toward: - acquiring by the students the competence and expertise in public administration domain; - professional skills and abilities to solve the tasks concerned with applying of public administration legal instruments; - the acquisition of national and foreign experience of applying the public administration legal instruments, particularly the acts-commission and acts-plans. Additionally, in terms of the students’ ability: - to select the appropriate public administration instruments in their performance, the application of which is allowed according to the competency fixed by the law; - to work in a team and to establish interpersonal cooperation while drafting legal and normative as well as individual acts; - to independently prepare the projects of administrative agreements, acts-commission and acts-plans.

Lecture, seminar, self-study work, report on solving the case, participation in the discussion, report, solution of the problem, written test.
Assessment methods and criteria
Forms of mid-term assessment are to the discretion of an educator corresponding to the educational programme. The teacher who is conducting seminars gives a certain amount of points earned through mid-term assessment and fixes it in academic progress register. The minimum number of points the student can obtain by fulfilling the mentioned forms of assessment is 1. The number of points obtained is regarded in the percent ratio of the final mark for the discipline. The maximum number of points for the term is 40 excluding the points obtained by the student while undergoing the testing in oral form conducted by the lecturer. If a student misses a lecture or a seminar for valid reason, they can make it up within the period of following 7 days during teacher’s scheduled consultation hours.
