Learning outcomes
To reproduce deep knowledge within the specialization on the evolution of thought about certain elements of the legal system with the designation of innovations and modernization. To describe the knowledge of the structural elements of individual components of law at the international, state and local levels. To collect, process and analyze a significant amount of information about the structural elements of the legal system within the chosen specialization. To assess the legal problem comprehensively and offer the client different options for its solution in order to protect, defend or restore his rights, freedoms or interests. To know the main approaches to solving the question of the origin and formation of the institute of public property, to determine the origins of the formation of scientific thought about public property. To have specialized conceptual knowledge about the place of the institution of public property in the modern system of administrative law.

Prerequisites and co-requisites
It is necessary to know: the history and current state of the doctrine of public property, the criteria for the formation of the institution of public property, its place and purpose; concepts, features, essence and types of public property. 2. Be able to: determine the public interest in the relationship for the use of public property; to formulate the peculiarities of the implementation of the "three-stage test" on the use of public property; to determine the methodological principles of the implementation of public property. To possess the skills for drawing up acts on bringing public administration entities to administrative, civil and criminal liability for torts in the field of use of public property.
Course content
The study of this discipline is aimed at researching the institute of public property in the administrative and legal aspect; determining the place of the institution of public property in the modern system of administrative law; study of the essence and features of legal regimes of certain types of public property; determining the content of the responsibility of public administration entities for the use of public property. The structure of the course involves students’ studying the origins of the formation of scientific thought about public property; understanding the specifics of legal regimes of certain types of public property; jurisdiction of administrative courts over public property cases; mechanisms of liability for torts in the use of public property

semester forms of assessment: 1) report (speech on a given topic, presentation, participation in debates) - up to 7 points; 2) identification and formulation of the problem - up to 5 points; 3) supplement to the report - up to 3 points; 4) solving the case with the preparation of written arguments - up to 7 points; 5) participation in the discussion - up to 3 points;
