To know the main aspects of the formation and development of Cameralistics sciences, their content and connection with police law, the content of police law in different periods of its development, reasons and conditions that contributed to the emergence of admin. law; chronology of development of admin. science in Western Europe and Ukraine. To be able to determine the historical stages and basic laws of formation and development of admin. science; to assess the causes and conditions that contributed to the transformation processes, taking into account geopolitical features; determine the role and tasks of admin. science at each specific historical stage. The application of knowledge to substantiate, using analysis and synthesis, the assessments of historical development of admin. - legal science through the prism of the received knowledge and on this basis to form own vision of the further possible ways of development of administrative science.

To know the main aspects of the formation and development of legal sciences, general theory of state and law, general administrative law. To be able to determine the historical stages and basic laws of formation and development of legal sciences; to assess the causes and conditions that contributed to the transformation of state - legal processes; to determine the role and tasks of legal sciences in retrospect. To have basic skills of application of analysis and synthesis, substantiation of assessment of historical development of legal sciences on this basis to form own vision of further possible ways of development of concrete legal science.

The special course program synthesizes the characteristics of the approach to the history of state and law with the basic principles of the theory of state and law and thus, gives students the opportunity to get acquainted with the specifics of the conceptual apparatus in each period of science and the main achievements of scientific schools. Forms of teaching and learning methods of this discipline are aimed at mastering by students the historical process of origin, formation and development of the science of administrative law; transformational processes of sciences that preceded administrative law; the influence of these sciences on the content of modern administrative law; the main achievements of police officers and administrators and the importance of their contribution to the development of administrative science in Western Europe and Ukraine.

There are lectures and seminars, independent work of students. Upon completion of the study of the first and second modules, the lecturer informs students about the module test in the previous seminar. For each modular test the student can get 5 points. During the semester there is an intermediate test for which the student can get a maximum of 4 points. Another form of intermediate module control is an express questioning for which the student can get maximum of 3 points. The individual task and the abstract are additional ways to increase the scores for absent students because of reasonable excuses in some seminars. In the individual task, the student prepares responses to the questions identified by the lecturer in accordance with the missed topics and reports them in class. For an individual task the student can get 6 points. Abstract – a profound written work on a given topic with analysis of the literature and conclusions.

The final score is calculated as the sum of the following indicators: the amount of points obtained for work in seminars (maximum 20 points); the amount of points obtained for independent work (maximum 10 points); the amount of points obtained for 2 module tests (maximum 2 * 5 = 10 points); the amount of points obtained for the exam (maximum 60 points). A maximum of 5 points is awarded for a speech at the seminar, 1 point for one addition, and a maximum of 3 points for the supplement during the seminar. Both the first and the second module test contain two theoretical questions, 3 categories and 5 test tasks. For each theoretical question 3 points are given, for the answer to 5 test tasks and the disclosure of the content of 5 categories - 2 points.
