            To solve complex tasks of public management and administration, taking into account the requirements of legislation, to identify legal conflicts and problems, to develop projects of regulatory and legal acts to eliminate them.
Use modern statistical methods, models, digital technologies, specialized software to solve complex problems of public management and administration.
Effectively manage innovations, resources, risks, projects, changes, quality, apply modern models, approaches and technologies, international experience in the design and reorganization of management and general organizational structures.
To be able to communicate effectively, argue one's position, use modern information and communication technologies in the field of public management and administration on the basis of social responsibility, legal and ethical norms.

            Prerequisites and co-requisites
        
        
            Know: the basic principles of formation and implementation of public policy in the field of personnel management, the foundations of regulatory and legal support for the activities of public authorities; peculiarities of record keeping in the personnel management system; types and features of the application of personnel technologies in the civil service and service in local self-government bodies; requirements for public service and service in local self-government bodies, taking into account European standards;
2. To be able to use analytical, statistical and other methods of processing information, indicators of the activity of public authorities, work with national and international databases; plan and organize the work of a subordinate structural unit; choose and apply management control methods.
        
    
            Course content
        
        
            The study of the discipline "Audit of the personnel management system in public authorities" is an important element of the cycle of management disciplines that are necessary for a personnel management specialist in the context of the development of new approaches to public administration and public service, which should be oriented towards qualitative changes in personnel management in the public service.

            Knowledge control is carried out according to the ECTS system, which provides for a two-level assessment of the learned material, in particular, the assessment of theoretical training - learning outcomes (knowledge 1.1 - 1.3), which is 25% of the total grade for the semester, and the assessment of practical training - learning outcomes, which is 75% of the total grades for the semester.
