Learning outcomes
- To know the theoretical and applied principles of development and analysis of public policy, including in the field of local self-government, the foundations and technologies of management decision-making by bodies and officials of local self-government.
- To be able to develop national/regional program documents regarding the development of the sphere of local self-government, using systemic analysis and a comprehensive approach, as well as teamwork methods.
- Initiate, develop and organize the implementation of innovative projects at various levels of public management and administration.
- Develop and implement measures to adapt and implement the best domestic and foreign practices of public administration bodies and other public sphere organizations

Prerequisites and co-requisites
Prerequisites and additional requirements
To know: the history of the Ukrainian state; history and theory of public administration and administration, basics of law, economic theory; management psychology; norms and standards of conduct in the public service.
To be able to: interpret information on the phenomenon of corruption as a specific dimension of mass consciousness, assess the level of prevalence of corrupt practices in real relations; use analytical and statistical methods of information processing to assess the state of corruption at the national level; work with national and international databases.
To be capable of: skills of general description and generalization of the situation; expert and comparative analysis, synthesis, processing and visualization of statistical, sociological and other data; work with the regulatory framework; use of professional sources in the field of preventing and combating corruption.
Course content
Topic 1. The place of corruption in the system of public relations.
Topic 2. The system of international anti-corruption institutions.
Topic 3. Mechanisms of state policy in the field of preventing and combating corruption in Ukraine.
Topic 4. Qualification of corruption offenses and corruption-related offenses.
Topic 5. Features of liability for violation of anti-corruption legislation.
Topic 6. Anti-corruption strategy and anti-corruption programs of public authorities.
Topic 7. Electronic declaration system and financial control measures.
Topic 8. Compliance with conflict of interest laws and other restrictions on the prevention of corruption.
Topic 9. Detectors of corruption and guarantees of their protection under the laws of Ukraine.
Topic 10. Measures of state control over the financing of political parties.
