Learning outcomes
Know the theoretical and applied foundations of public policy development and analysis.
Solve complex problems of local self-government system development, public administration.
Use modern statistical methods, models, digital technologies, specialized software.
Identify priority areas for the implementation of e-government in the system of local self-government and the development of e-democracy.
Carry out effective management of innovations, resources, risks, projects, changes, quality.
Be able to develop national/regional program documents for the development of local self-government.
Develop reasonable management decisions.
Plan and carry out scientific and applied research.
Develop and implement measures to adapt and implement the best domestic and foreign practices.
Develop and teach special academic subjects on public administration in higher educational institutions.

Prerequisites and co-requisites
Know: the basic principles of territorial organization of power in Ukraine, the basics of public authorities’ regulatory and legal support; the specifics of the organization of activities in the local self-government system; conceptual provisions for sustainable land use, land use planning and protection at the local level.
Be able to use analytical and statistical methods of information processing on territorial entities social and economic development, work with national and international databases, summarize and organize information.
Possess the skills of analysis, synthesis, processing and visualization of statistical, sociological and other data, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).
Course content
Regulatory and legal support for land relations regulation at the local level. Mechanisms, models and tools for improving the efficiency of land use and land relations regulation at the local level. The institution of private ownership of land formation and development.
Information support of land relations regulation and land resources management of the territorial community.

Planned learning activities and teaching methods
Lectures, practical classes, tuitions, individual analytical task, independent work; participation in departmental and university research works and projects; conference, seminars, round tables track.
Assessment methods and criteria
Knowledge control is carried out according to the ECTS system, which provides for a two-level assessment of the learned material, including theoretical training assessment – which is 25% of the total assessment for the semester and practical training assessment – which is 75% of the overall assessment for the semester.
Semester assessment: oral questioning, discussion; module test; individual analytical task; independent work. Rewriting the semester control in order to improve a grade is not allowed.
Final assessment: the form of final assessment is an exam. The form of the exam is a written work with tasks of different levels of complexity. The maximum point is 40.
Graduation evaluation: the final grade is defined as the sum of grades (points) for all successfully assessed learning outcomes during the semester and the grade obtained during the exam. The maximum number of points a student can receive is 100 points.
