Learning outcomes
Know the structure and features of the public service functioning; standards, principles, basic regulations and provisions of legislation in the field of public service. Be able to determine the level of public authorities personnel potential, carry out strategic planning of its development; ensure the personnel process in public authorities. The ability to present the results of analytical research on professional development. Demonstrate an understanding of personal responsibility for professional and/or managerial decisions or provided suggestions/ recommendations that may affect HR management in local self-government, in particular when justifying the need to develop an HR strategy for public authorities; substantiation of the need to use modern personnel technologies; research of practical aspects of a public authority HR-strategy implementation, related to career strategy, self-management of a public servant's career.

Prerequisites and co-requisites
1. Know: the basic principles of public service and territorial organization of power in Ukraine functioning, the basics of public authorities’ regulatory and legal support; the specifics of the organization of activities in the system of local self-government; conceptual provisions of HR-management and its concepts. 2. Be able to use analytical and statistical methods of information processing on territorial entities social and economic development, public authorities performance indicators, work with national and international databases. 3. Possess the skills of analysis, synthesis, processing and visualization of statistical, sociological and other data, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).
Course content
The general provisions of the public service are revealed and the main types of public service are characterized. The public service management system and the public service evaluation system are analyzed; regulatory framework for public service; basics of public servants’ professionalism. The basic directions of public service modernization in Ukraine taking into account foreign experience are considered. Modern personnel technologies in local self-government are revealed; features of HR management in local self-government; personnel processes in local self-governments are analyzed; features of strategic HR management in local self-government.

Planned learning activities and teaching methods
Content module 1. «Theoretical foundations, organizational and legal regulation of public service». Lectures, practical classes. Topic 1. General provisions of the public service and features of the main types of public service. Topic 2. Legal principles of the public service. Topic 4. Professionalism of public servants. Topic 5. Modernization of the public service in Ukraine taking into account foreign experience. Content module 2. «HR management in local government». Lectures, practical classes. Topic 6. Modern personnel technologies in local self-government. Topic 7. HR management in local self-government. Topic 8. Personnel processes in local self-government. Topic 9. Strategic HR management in local self-government.
Assessment methods and criteria
Knowledge control is carried out according to the ECTS system, including theoretical training assessment – which is 25% of the total assessment for the semester and practical training assessment – which is 75% of the overall assessment for the semester. – semester assessment(МАХ – 60 points / MIN – 36 points): 1. Oral questioning, discussion – 6 points / 4 points; 2. Module test – 10 points / 6 points; 3. Individual analytical task – 20 points / 12 points; 4. Independent work – 24 points / 14 points – final assessment (МАХ – 40 points / MIN – 24 points): exam. The form of the exam is a written work with tasks of different levels of complexity. -graduation evaluation: the final grade is defined as the sum of grades (points) for all successfully assessed learning outcomes during the semester (grades below the minimum threshold are not added to the final grade) and the grade obtained during the exam. The maximum number of points a student can receive is 100 points.
