Learning outcomes
Know the theoretical and applied principles of development and analysis of public policy, basics and technologies of management decision-making. Implement effective management innovations, resources, risks, projects, changes, quality, apply modern models, approaches and technologies, international experience in the design and reorganization of management and organizational structures. Use modern methods of scientific knowledge and conduct research in the field of public administration and administration, including parliamentarism and parliamentary activities. Represent public administration bodies and other public organizations and present the results of their activities to specialists and the general public.

Prerequisites and co-requisites
Know: the structure of the political system of society, the place and role of the state in it; types of political regimes; differences between totalitarianism, authoritarianism, democracy; basic principles and subjects of public policy. Be able to: analyze educational and scientific literature, generalize various approaches to understanding political phenomena and processes. Possess: skills of analysis of legal acts, methods of processing and visualization of statistical, sociological and other data.
Course content
The discipline "Theory and Practice of Representative Democracy" provides theoretical knowledge on the genesis of the theory and practice of democracy, reveals the problems of democratic transit, explains the establishment and functioning of democratic institutions, emphasizes that democracy is a key condition for the formation and development of parliamentarism. Democracy as a socio-political phenomenon is a defining form of human civilization. Democratic political institutions and processes occupy a central place in the system of public governance of any country, shape the political landscape, and decisively influence the formation and implementation of public policy. The discipline is designed for students majoring in "Public Administration", politicians-practitioners.

Assessment methods and criteria
Knowledge control is carried out according to the ECTS system, which provides for a two-level assessment of mastered material, including assessment of theoretical training, which is 25% of the total grade for the semester and assessment of practical training, which is 75% of the total grade for the semester. Semester assessment: is carried out during the semester of all types of work, including surveys, independent work, performance and presentation of individual analytical tasks.
