Learning outcomes
- Solve complex tasks of public administration, taking into account the requirements of the law, identify legal conflicts and problems, develop draft regulations to eliminate them.
- Develop the management decisions taking into account issues of European and Euro-Atlantic integration, take into account the objectives, existing legislative, time and resource constraints, assess the political, social, economic and environmental consequences of solutions.
- Plan and carry out scientific and applied research in the field of public administration, including analysis of issues, setting goals and objectives, selection and use of theoretical and empirical research methods, analysis of its results, formulation of sound conclusions.
- Develop and implement measures for adaptation and implementation of best domestic and foreign practices of public administration and other public organizations

Prerequisites and co-requisites
To know: basic principles of legal responsibility, systemic characteristics of public administration, features of defining and consolidating the powers of public administration, features of jurisdictional activities of public administration, methods of public administration, methods of legal regulation of public servants, legal regulation of civil servants and local officials municipality.
To be able to: apply the rules of law to specific public management situations, to communicate in the form of influence and interaction, to prepare individual legal acts.
To be capable of: skills in analysis, synthesis, processing and visualization of information and data, work with electronic legal bases and electronic registers of public administration
Course content
Topic 1. Modern challenges of public administration and administrative responsibility. Topic 2. Concepts and characteristics of administrative responsibility in Ukraine.
Topic 3. Administrative offense: concepts, features, composition.
Topic 4. Civil servants and officials of local self-government as subjects of administrative responsibility.
Topic 5. Procedure for bringing to administrative responsibility.
Topic 6. Legal and organizational support for liability for corruption-related offenses
