Learning outcomes
PH01. Know the theoretical and applied principles of development and analysis of public policy, basics and technologies of management decision-making. PH11. Develop sound management decisions taking into account issues of European and Euro-Atlantic integration, take into account the objectives, existing legislative, time and resource constraints, assess the political, social, economic and environmental consequences of solutions. PH12. Plan and carry out scientific and applied research in the field of public administration, including analysis of issues, setting goals and objectives, selection and use of theoretical and empirical research methods, analysis of its results, formulation of sound conclusions.

Prerequisites and co-requisites
1. Know: the basic principles of organization of state power and management in Ukraine, the basics of regulatory and legal support of public authorities; basic principles of interaction between the state and civil society, basic philosophical, sociological and political concepts that describe the role of values and interests in the formation of social order and political processes. 2. Be able to use analytical and statistical methods of information processing on socio-economic development of the country, territorial units, the results of public authorities, work with the results of opinion polls, national and international databases. 3. Have the skills of analysis, synthesis, processing and visualization of statistical, sociological and other data, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).
Course content
Philosophical and sociological understanding of values. Modes of management formed in history. Democracy, rationalization, social order as dominant in the formation of values. Management quality assessment. Bureaucracy as an actor in the governance process. Politics and management. The problem of the balance of democratic legitimacy and bureaucratic principles of governance. Governance as a model and way to solve the problem. Ethics and integrity of governance, compliance of procedures and decisions with core values. Ethics and efficiency. Institutionalization of ethical / value norms. Concessions in values as a threat to government. Legal, organizational, educational, information-analytical, communication and other methods and tools for solving the problem. Accountability and transparency in public administration and governance. Citizenship, legality and non-corruption, professionalism, efficiency and productivity in public administration and governance.

Assessment methods and criteria
Tests, surveys, independent tasks, individual analytical tasks, presentations, discussion, test. Knowledge control is carried out according to the ECTS system, which provides a two-level assessment of mastered material, including assessment of theoretical training - learning outcomes (knowledge 1.1 - 1.3), which is 25% of the total assessment for the semester and assessment of practical training - learning outcomes (skills 2.1 -2.3; communication 3.1 - 3.2; autonomy 4.1 - 4.4), which is 75% of the total score for the semester
