PH06. To carry out effective management of innovations, resources, risks, projects, changes, quality, to apply modern models, approaches and technologies, international experience in the design and re-organization of management and general organizational structures. PH07. Be able to develop national/regional program documents on the development of public administration, using systemic analysis and an integrated approach, as well as team work methods. PH08. Be able to communicate effectively, argue their position, use modern information and communication technologies in the field of public administration and administration on the basis of social responsibility, legal and ethical norms. PH11. Develop sound management decisions taking into account European and Euro-Atlantic integration issues, take into account objectives, existing legislative, time and resource constraints, assess the political, social, economic and environmental consequences of solutions

Prerequisites and co-requisites
Successful mastering of the disciplines "Ethics", "History of Psychological Doctrines", "Sociology", etc., which are studied within the bachelor's program, and the discipline "Professional and corporate ethics", "Axiology of public administration", "State policy of preventing and countering corruption", which are studied as part of the master's program; 1. Know: basics of ethics, psychology, sociology, the specifics of the functioning of professional and corporate ethics, the history of the theory of public administration, axiological principles of public administration and basic provisions of the state policy of preventing and countering corruption. 2. Be able to analyze the content of key concepts of ethics, public administration, psychology and sociology, summarize and correlate different conceptual approaches to the study of social phenomena, analyze the existing legal framework for the practical work of civil servants and apply theoretical models in practice.
Course content
Interactions between civil servants and citizens: the main ethical and psychological challenges. Organizational culture of the institution: ethical and psychological dimensions. Ethical and psychological principles of interaction between colleagues in the civil service. Ethical-psychological portrait of a manager in the civil service system. Ethical leadership. Manager-subordinate relationship in the civil service system: ethical and psychological aspects.

Surveys, discussions, presentations, exam. Knowledge control is carried out according to the ECTS system, which provides a two-level assessment of mastered material, including assessment of theoretical training – learning outcomes (knowledge 1.1 – 1.4), which is 40% of the total assessment for the semester and assessment of practical training - learning outcomes (skills 2.1 – 2.4; communication 3.1–3.2, autonomy 4.1 – 4.2), which is 60% of the total score for the semester.
