Learning outcomes
PRN01. To know the theoretical and applied principles of development and analysis of public policy, the foundations and technologies of management decision-making PRN06. Effectively manage innovations, resources, risks, projects, changes, quality, apply modern models, approaches and technologies, international experience in the design and reorganization of management and general organizational structures. PRN07. Be able to develop national/regional program documents on the development of public administration, using systemic analysis and an integrated approach, as well as teamwork methods.

Prerequisites and co-requisites
1. Know:  theoretical foundations regarding the basic specifics of strategic planning, in particular: strategy development technologies, coordination of strategic documents, strategic planning processes, coordination system in the formation and implementation of strategies in the public sphere; scientific approaches, theories, concepts, principles, models, forms and methods of strategic environmental assessment of plans and programs in the field of public administration and tools for establishing relationships between them. 2. To be able to substantiate strategic decisions in the field of public administration in conditions of uncertainty and dynamism of the external environment; plan the process of strategic environmental assessment, ensuring a high degree of integration of environmental initiatives in the decision-making process regarding state planning documents; develop possible measures to mitigate or increase the consequences of environmental impact,
Course content
Topic 1. Strategic environmental assessment as a tool for implementing environmental policy Topic 2. Legal regulation of environmental assessment. Foreign experience for Ukraine. Topic 3. Integration models of strategic environmental assessment Topic 4. Preliminary assessment and analysis of initial conditions. Topic 5. Analysis of the consequences of the implementation of the plan or program, determination of alternatives Topic 6. Preparation of the report and monitoring based on the results of the strategic environmental assessment.

Assessment methods and criteria
Knowledge control is carried out according to the ECTS system, which provides for a two-level assessment of the learned material, in particular, the assessment of theoretical training - learning outcomes (knowledge 1.1 - 1.3), which makes up 25% of the total grade for the semester, and the assessment of practical training - learning outcomes (skills 2.1 - 2.4; communication 3.1 – 3.2; autonomy 4.1 – 4.3), which is 75% of the total grade for the semester.
