Learning outcomes
Know: theoretical and methodological, constitutional, legal and organizational foundations of local self-government; conceptual principles of local self-government development management Be able to: forecast the consequences of the legislation development in the field of local self-government; identify the advantages and disadvantages of local self-government concepts; determine the priorities of state policy in the field of local self-government, applying modern theories and models; substantiate the feasibility of implementing certain elements of municipal governance models and assess the priorities of certain concepts of local self-government, based on the definition of their potential; study the practical aspects of the potential of the principles of local self-government autonomy.

Prerequisites and co-requisites
1. Know: the basic principles of territorial organization of power in Ukraine, the basics of public authorities’ regulatory and legal support. 2. Be able to use analytical and statistical methods of processing information on social and economic development of territorial entities, performance indicators of public authorities, work with national and international databases. 3. Possess the skills of analysis, synthesis, processing and visualization of statistical, sociological and other data, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).

Topic 1. The concept and essence of local self-government. Concepts of local self-government. Topic 2. Principles of local self-government. Topic 3. Constitutional and legal principles of local self-government. Topic 4. The system of local self-government in Ukraine. Topic 5. Models of municipal government.

Assessment methods and criteria
Knowledge control is carried out according to the ECTS system, which provides for a two-level assessment of the learned material, including theoretical training assessment – which is 25% of the total assessment for the semester and practical training assessment – which is 75% of the overall assessment for the semester. – semester assessment (МАХ – 80 points / MIN – 48 points) – final assessment The final control is carried out in the form of a written test, which is estimated at a maximum of 20 points and is carried out at one of the last practical classes. The final grade in the discipline for the student is set based on the results of the work during the semester as the sum of the points received during the academic semester, including the points obtained when performing independent work and final test. The credit is given based on the results of the student's work throughout the semester.
