Learning outcomes
Know the theoretical and applied foundations of public policy development and analysis, incl. in the field of local self-government, the basics and technologies for making managerial decisions by bodies and officials of local self-government. Solve complex problems of local self-government system development, public administration in general, taking into account the requirements of the legislation. Know the basic principles of national security and be able to prevent and neutralize challenges and threats to the national interests of Ukraine. Identify priority areas for the implementation of e-government in the system of local self-government and the development of e-democracy. Carry out effective management of innovations, resources, risks, projects, changes, quality.

Prerequisites and co-requisites
1. Know: the bases of organizational theory and the theory of public administration, the legal bases of administrative activity and the main trends in their evolution. 2. Be able to apply the main categories, concepts, terms in management activities analysis, summarize the scientific literature in relation to the regional management, business law, leadership and organizational culture management. 3. Possess the basic skills and apply basic knowledge of the historical, cultural, political, social, economic foundations of the state and society development to analyze the modern system of public administration at the central and regional levels, as well as work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).
Course content
Public administration at the central and regional levels as a systemic phenomenon. Public administration and public authority: central and regional levels. Patterns, forms, methods and styles of public administration. Public administration as a process of development, adoption and execution of management decisions at the central and regional levels. Public administration at the central and regional levels efficiency and effectiveness. Civil society as a subject of public administration. Institutionalization and institutional transformation in public administration.

Planned learning activities and teaching methods
Lectures, practical classes, tuitions, individual analytical task, independent work; participation in departmental and university research works and projects; conference, seminars, round tables track.
Assessment methods and criteria
Semester assessment: module test; individual analytical task; independent work. Rewriting the semester control in order to improve a grade is not allowed. Final assessment: the form of final assessment is an exam. The form of the exam is a written work with tasks of different levels of complexity. The maximum point is 40. Graduation evaluation: the final grade is defined as the sum of grades (points) for all successfully assessed learning outcomes during the semester and the grade obtained during the exam. The maximum number of points a student can receive is 100 points.
