Learning outcomes
Know the theoretical and applied foundations of public policy development and analysis, incl. in the field of local self-government, the basics and technologies for making managerial decisions by bodies and officials of local self-government.
Solve complex problems of local self-government system development, public administration in general, taking into account the requirements of the legislation.
Know the basic principles of national security and be able to prevent and
neutralize challenges and threats to the national interests of Ukraine.
Identify priority areas for the implementation of e-government in the system of local self-government and the development of e-democracy.
Carry out effective management of innovations, resources, risks, projects, changes, quality.
Develop and implement measures to adapt and implement the best domestic and foreign practices.
Develop and teach special academic subjects on public administration in higher educational institutions

Prerequisites and co-requisites
Know: the basic principles of public policy, the basics of legal support for the activities of public authorities; features of public policy in Ukraine; the process of public policy implementation; analysis of public policy implementation; public policy monitoring and evaluation.
Be able to: use analytical and statistical methods of information processing on public policy spheres, performance indicators of public authorities, work with national and international databases.
Possess the skills of analysis, synthesis, processing and visualization of statistical, sociological and other data, work with the legal framework, design and presentation of data using Microsoft Office programs (Excel, Word, Power Point, etc.).
Course content
Theoretical and methodological foundations of public policy, features of public policy in Ukraine and developed countries are revealed. The technology of the public policy process, the cycle of this process and its content, the organization of the analysis of the implementation of public policy, as well as the monitoring and evaluation of public policy are considered.

Assessment methods and criteria
Knowledge control is carried out according to the ECTS system, which provides for a two-level assessment of the learned material, including theoretical training assessment – which is 25% of the total assessment for the semester and practical training assessment – which is 75% of the overall assessment for the semester.
Semester assessment:oral questioning, discussion; module test; individual analytical task; independent work.
Rewriting the semester control in order to improve a grade is not allowed.
Final assessment: the form of final assessment is an exam. The form of the exam is a written work with tasks of different levels of complexity. The maximum point is 40.
Graduation evaluation: the final grade is defined as the sum of grades (points) for all successfully assessed learning outcomes during the semester and the grade obtained during the exam. The maximum number of points a student can receive is 100 points.
