Learning outcomes
Know the theoretical and methodological foundations and organizational forms of programs and projects management in the public sphere;
Know the stages of program preparation and the main methodological steps of project identification in public administration;
Know and anticipate the legal, organizational and social consequences of the programs and projects implementation by local self-governments;
Be able to identify and formulate the problem in public administration, the purpose and objectives of its solution in the programs and projects implementation at the local level;
Be able to determine the resource provision and manage risks in the programs and projects implementation;
Be able to develop draft programs as local regulations and project proposals for local development;
Be able to implement programs and projects monitoring and effectiveness evaluation;
The ability to involve the public in programs and projects development and implementation in local self-government

Prerequisites and co-requisites
1. Know: the basic theoretical and applied principles of public policy development and analysis, project and programs management in the field of local self-government.
2. Be able to initiate, develop and organize programs and projects implementation at different levels of public administration.
3. Possess the skills of analysis, synthesis, processing and visualization of statistical, sociological and other data, work with the legal framework, critical and creative thinking, generating new ideas, positive attitudes, seeing opportunities in problems.
Course content
Theoretical and methodological bases and organizational forms of program and project management at the local level are revealed. namely: the ability to identify local development needs, find project solutions for community development programs, formulate the main components of the project concept, in particular, determine purpose, goal, product, expected results, identify stakeholders of the project, determine the main activities of the project and stages of its implementation, the necessary resources, risks and factors to ensure the sustainability of project results, prepare project proposals.

Assessment methods and criteria
The assessment is carried out in the forms of current and final control. Current control is carried out during the classroom and aims at checking the level of students’ preparedness to carry out the planned types of educational activities within the studied academic subjects. During the current control, the following is assessed: the student activity in practical and seminar classes, the results of individual tasks implementation provided for by the program of independent work, the quality of prepared scientific articles, essays, presentations or thematic reports.
Graduation assessment –credit.
