Learning outcomes
1. Know the theoretical and applied principles of development and analysis of public policy at all levels of government, the basics and technologies of decision-making management bodies and officials of local government. 7. Develop and teach special disciplines on public administration and administration in higher education institutions. 8. Be able to communicate effectively, argue their position, use modern information and communication technologies in the field of public administration and administration on the basis of social responsibility, legal and ethical norms, in particular in the field of educational process management. 11. Develop sound management decisions taking into account issues of European and Euro-Atlantic integration, take into account the objectives, existing legislative, time and resource constraints, assess the political, social, economic and environmental consequences of solutions.

Prerequisites and co-requisites
1). Know the theoretical foundations of politics and governance, public power and local self-government, public administration, the interaction of state and civil society, the public sphere, the relationship of political and administrative processes; research methods; basic concepts and categories in the field of management. 2). Be able to collect and summarize information on the processes of public administration, public administration and administration; apply basic concepts, categories in the analysis of socio-political phenomena and processes. 3). Possess basic skills of research and information management; critical attitude and forecasting regarding political, economic, managerial events and phenomena; use of foreign language professional management information sources.

Topic 1. The relationship between policy and governance. Changing the management paradigm. Topic 2. Conceptual approaches to public policy. State and public policy. Topic 3. Theories and concepts of public policy. Basic principles, values and functions of public policy. Topic 4. Development and implementation of public policy as a function of public authorities and administration. opic 5. The political system of society as a system of public administration. Topic 6. Institutes of public policy. The state as an institution and actor of public policy. Topic 7. Public policy as a decision-making process. Political and political-managerial decisions. Public policy models in the EU, USA, Canada, Japan, post-Soviet countries and Ukraine. Topic 8. Analysis of public policy. Public policy as a field of comparative research.
